# RoCS: return on cognitive spend

> Understand what attributed value per dollar of action spend does and does not tell you.

RoCS measures value generated per dollar of cognitive spend:

For example, $24 of confirmed value against $10 of spend gives a RoCS of 2.4. This is a ratio, not a profit margin or a count of replies.

## Where the numbers come from

OneShot action calls emit signed receipts. GTM records the cost and associates cadence calls with a goal ID. The Measure page reads goal-level spend and value from OneShot, restricted to the current workspace's cadences.

Recording an outcome can tag value back to receipts. Only confirmed value tags count toward the platform's RoCS numerator; pending self-reported tags need validation. See [value tagging](/api-reference/analytics/value) and the [RoCS API](/api-reference/analytics/rocs).

## How to use it

Compare motions over comparable periods, after recording outcomes consistently. A low result may mean the motion is ineffective, or simply that outcomes have not yet been recorded or confirmed.

Action spend is not your entire business cost. Founder time, external subscriptions and other costs outside these receipts are not automatically included. An unavailable rollup or absent spend is not evidence of a profitable motion.

Measure also presents sales metrics. An SQL is a sales-qualified lead; cost per meeting and cost per win divide recorded spend by the corresponding outcomes. Those metrics answer different questions from RoCS.
